Dr. Deb Carr, Director of Curriculum & Instruction for the Hazleton Area School District, has been selected as the recipient of the 2010 Greater Hazleton Chamber of Commerce Athena Award, sponsored by Berger Family Dealerships.
The Award, presented each year to a Hazleton Area businesswoman "for outstanding professional achievement," will be presented at the 118th Annual Meeting of the Greater Hazleton Chamber of Commerce. The dinner meeting will take place on Thursday, May 20th at the Genetti Best Western Inn & Suite Hall of Presidents.
Dr. Carr, a Hazleton resident, has been a constant, stabilizing force
for many if its educators, students, and parents. She has provided
support and leadership for the Hazleton Area School District for
thirty-one years. Dr. Carr was the co-developer of Kids’ University
and has overseen the development of the program since 1990 and is now
in its 20th year. It was designed to provide a safe, collegial
environment for teachers to explore and to practive research-based
instructional strategies while providing enrichment opportunities for
students. This year, Dr. Carr is working with the school district music
department to expand summer opportunities for students to include a
Music Academy.
When assigned the English As a Second Language (ESL) Program, Dr. Carr
worked with the ESL teachers to create a Newcomer’s Center with limited
funding and staff. The program incorporated Sheltered Instruction to
provide a framework for content area teachers to instruct students with
limited English proficiency. Dr. Carr always promoted the leadership of
the ESL teachers, encouraging them to assist in the training of their
colleagues by sharing the tenets of language, acquisition and best
teaching practices. She coordinated with Terry Bauder, Hazleton’s
Luzerne County Community College Director, and two very successful
years with a Bridge Program for the Hazleton Arae High School ESL
program. She served on the PA Department of Education Annual Measurable
Achievement Committee. Although not currently supervising the program,
Dr. Carr continues to support the training of teachers by teaching and
ESL Strategies course at King’s College. Additionally, she was
appointed to the Luzerne County Commissioner’s Diversity Committee and
continues to servce on that committee.
When the Hazleton Area High School was awarded a grant for literacy and
matth coaches, Dr. Carr was named the point of contact and coordinated
the efforts of these instructional coaches to improve lesson delivery
and student achievement. She coordinated the district’s participation
at the state level. Dr. Carr has been a presenter at several state
meetings on instructional coaching. Dr. Carr’s current duties include
the curriculum development and curriculum implementation, textbook
adoptions, assessment, PSSA Administration, budgeting and staff
development. In addtion, she coordinates and develops special projects
and grants including Accountability Block Grants, PA PACT Grant,
Reading is Fundamental, Dual Enrollment, EAP Tutoring, and Full-Day
Kindergarten. She also develops and oversees Strategic Planning
Process, School Improvement Plans, related data collection and
analysis. She oversees special programs including High School Coaching
Initiative, Kindergarten Literacy/Math Coaches, Libraries, Teacher
Induction, Homebound, Act 48 Reporting, Title IX, Spelling Bee, and
Title 1.
Dr. Carr’s leadership is also demonstrated by continuing education. Dr.
Carr has attained several academic degrees and certifications
including: Ed.D, Reading, Lehigh Univeristy; M.Ed., Educational
Leadership, Lehigh University; M.Ed., Reading, Lehigh University; B.A.,
Government & Politics, King’s College (Summa Cum Laude). Dr Carr
also has certifications of Superintendent & Assistant
Superintendent Letters of Eligibility; Elementary & Secondary
Principals; Supervisor of Reading; Reading Specialist and Secondary
Social Studies. To stay current in the field of education, Dr. Carr
continues to teach at the Graduate level.
Dr. Carr is very involved in numerous community organizations and is
very active with the League of Women Voters of Greater Hazleton and of
Pennsylvania.
Dr. Carr joins a long list of distinguished women who have won the
Athena Award in its twenty-three year history. Past winners include:

winners in 1993 and 1995.
